Because you are taking up more compartment space, which takes up the space for other passengers.
There have always been complaints about not having enough overhead bin space.
But the reality is, that passengers are putting both their carry-on and personal items in the overhead bins,
so the overhead bin space becomes filled up more quickly.
However, just remember to be courteous with where your baggage is to be placed.
